So like - If I play test and open a few of these long letter reward boxes I'll notice a change? I've just opened 4 on test following 4 long letter quests. Didn't get the recipe on test, or notice any difference.

The chance of getting the recipe will be guaranteed after enough events where you didn't get it. It's not a 100% chance, but rather protection for the very unlucky few. With the new system, enough failed chances will ensure a 100% drop in due time.
